Dear Executive Elrich and Montgomery County Councilmembers,
I am a resident of Montgomery County that is deeply concerned about the military-style training that our Montgomery County police department has been receiving, specifically through organizations like the Anti-Defamation League, the Jewish Institute for National Security of America (JINSA), AJC, and the Israel Tactical School. At least two police officers who went on these trainings (including a Baltimore City Police Officer) indicated that aspects of these trainings included tactics that were illegal and unconstitutional.
There have also been two spy scandals in Maryland–one specific to the Montgomery Police Department –which gathered intelligence on peace activists and Muslims. Police alumni of these programs had leadership roles in these spying efforts.
We are also particularly distressed that the prior Montgomery Police Chief helped JINSA bring their program “to scale” by hosting a 2017 training here in our county that reached dozens if not hundreds of local police officers.
I am requesting that you legislatively end the practice of allowing Montgomery County police to receive international trainings, especially those that have military-style curriculums. Durham, North Carolina, Northampton, Massachussetts, and the State of Vermont have responded positively to a similar request by their constituents.
I also ask that you advocate for the release of information by the police regarding which members have received these trainings, most particularly the 2017 program.
